Really? Elites always struck me as being tougher in Halo: Reach. They were more nimble, deadlier in melee range, and couldn't be taken out in a handful of needler shots.

I think that there is a sort of precedent in the naming of the Covenant splinter-factions themselves, as they simply called themselves the "Separatists" and the "Loyalists"... which is, admittedly, a far stretch from "Storm".

It could also signify a change, of sorts, a push towards less baroque aesthetics for the Covenant. Sort of a realization that they're no longer a galaxy arm-spanning empire, so who are they kidding with the fancy names?
