There is Game History on Waypoint, so you could stipulate a time limit after all and judge by that. I couldn't find an indicator for skulls activated, though, in case you were hoping to register that for statistics' sake...
You could also review the games through File Shares on your own Xbox (another great excuse to stipulate a time limit), so to guarantee no one breaks the rules. However, one would probably need to Friend you on XBL, which is something that would require you to make your GT somewhat public (not good, unless we keep it in-house :p ).
