Cortana's always looked roughly similar to the images we're seeing. She's never had "clothes." I think it's also worth noting that the image appears to be concept art. Likely indicative of the style we'll see in the game, but not a screenshot. So while it's probably pretty close, her actual image may be different in-game. She'll probably still have the hologram look (a glowing semi-transparency sort of thing) which makes surface details less clear.

If 343 is indeed trying to make Cortana more attractive, which is debatable (they could simply be trying to make her look different than before), it's probably not as an excuse to have MC feel something for her. No one, especially Chief, would have needed any more reason than there already was. :) Rather, it's just to grab the attention of players.
