It worked in Wars since the RTS engine (well, ANY RTS engine) isn't really cut out for cutscenes or anything close up. Prerendered or prerecorded cutscenes are somewhat of a staple of the RTS genre, as we know from Command and Conquer and so on.

The problem with prerendered cutscenes in an FPS: no game continuity (Chief will always be holding the same weapons, show up with the same vehicle), has to be outsourced, and once rendered you really can't change the level around. Plus it eats up space. 343 didn't include the Halo 1 Pistol gametype on the Anniversary disc because they didn't have room for it. Do we really want them dropping even more features off of 4 because an FMV bumped something out?
