I think the point of Hoovaloov's theory was more about unlocking weapons to spawn with. I very much doubt that would affect which weapons you're allowed to pick up and hold. I don't think so. Being able to unlock a weapon simply by picking it up from a dead player would result in things being unlocked much too quickly. If things went a certain way you could feasibly get nearly everything from a single slayer game. Another possible negative effect is that players might run around picking up and swapping weapons constantly just to get them unlocked, not paying attention to actually playing the game. Doubtful. Given the frequency with which players die in a Halo game, this mechanic would result in there being no real customization at all - not that would actually be chosen by the player, anyway. Your look at any given moment would be essentially random, and based entirely on the events of the last game you played. It wouldn't work at all.
