Well the specific quote is:

Jada Toys, Inc. announces a brand new, officially licensed Halo die-cast vehicle line featuring a unified scale approach. Jada is developing all vehicles and accessories in proportion to each other, keeping it real with the Halo series of video games!

The only real way to read that is that all the toys will maintain the same scale.
If they are Box scale, as described by Stephen (like the small McFarlane Halo 3 models of the Ghost, Warthog and Chopper), then the above is misleading at best.
