I would read it as all vehicles will be scaled consistently, meaning if one is 1:17, then they will all be 1:17. In terms of models kits, companies have often used two scaling definitions. One is using a consistent scale, like how military ground vehicles are commonly 1/35th scale or boats and ships are 1/350 or 1/700. The other method (which I hate) is referred to as box scale. That means they manufacture a line of kits of varying real measures, but they all have to be scaled to fit a box, say, 12 inches across. So you could have a Warthog and Pelican both at 12" long. But the Hog would be 1/20 scale and the Pelican would be 1/100. They'd both be a respectable size to behold individually, but they wouldn't be the correct size to one another.
