Yes it is - when done right.

The Halo 4 hype train sits well and truly in the station for many fans I'm willing to bet. Those that are hyped in any way will probably also have their fair share of concerns over 343i's handling of Halo 4 (compared to Bungie).

Me personally - I'm not hyped or looking forward to the game mainly because, at the moment, I don't care about Halo 4 and that's in part because nothing has been revealed.

The fact that these 'updates' from 343i now refer to the fact there's no information to release annoys me further (and judging by the response of others, it's not just me).

So yes - hype is a powerful tool. Right now, I wouldn't say 343i are hyping up Halo 4 by not releasing info - if anything, it's perhaps the opposite...
