I'm convinced that's a lip syncing problem between the new model and the old. If you watch the old one carefully, Cortana NEVER closes her mouth completely. It's always hanging open. The new one, on the other hand, does. So when you apply the old settings to the new model, she glub glubs, because the lip syncing was set around her mouth never closing completely.
