I believe one-strike policies do more harm than good. SDA covers hundreds of games with several hundreds of potential runners. HSH is a small community of talented players. We have the luxury of evaluating issues like this on a one on one basis. Mr Monopoli is well aware that one more infraction will erase every one of his runs and forum posts.
