Well, judging by the ONI Candidate Assessment interviews, Dutch and Buck share a history together but Romeo met Buck for the first time when he was being interviewed for the Earth mission.

My theory is that Buck and Dutch served together for awhile before Dutch left and met Romeo. They had some adventures together and then were separated after Ariel. I think Rome was sidelined due to injury. Dutch was reassigned to Reach as part of Buck's unit. They leave Reach and Romeo joins the team later. Mickey also joins the team at this time. Mickey is kind of happy that he isn't a "rookie" anymore after Buck tells him how there is an actual "Rookie" joining the team. Mickey's story is incredible as well.

But yeah, Romeo's story is very cool. He could of had Mickey's story about Insurrectionist parents but he went in another direction entirely.
