You had me a bit confused with the mention of flaps, since that's a very specific thing (flaps are a means of increasing the camber and area of a wing, allowing it to generate more lift and so fly at slower speeds), so I had to have a look at the Banshee.

I think you meant the rudders at the back for turning which have always been there.
But there is a new addition in the form of what appears to be elevators, or rather an all-moving tailplane (stabilator) to control pitch.
The new design for it is certainly growing on me.

Though I'll just point out that control surfaces don't have much to do with G, rather the presence of an atmosphere. Most plans can experience zero-g and minus-g in a dive, and thankfully the controls don't stop working when they do. =)
NASA's "Vomit Comet" for example.

That said, there is still a place for such moving control surfaces in space, just in a different way.
Although the effect of the trail in-game doesn't demonstrate it very well on the Seraph, I think the idea behind the 'swinging' tail is to direct, or vector, the thrust from the main engine in order to turn.
