I've figured out why this is occurring.

It has to do with Bungie's implementation of Anti-Aliasing. Bungie seems to have opted for a form of Anti aliasing called temporal anti-aliasing. This essentially mimics 2xMSAA for less effort by combining two frames with a time delay. On slowly moving or stationary images, this works pretty well, but you can see the effect it has when things are in motion…

So this is not going away. It's not your system, it's Bungie's implementation.
