I don't think he really needed to : talk to get things across. And the body language would have lost something : with speech. : (and he wasn't completely silent. He whistled once. =P I think talking makes him (or her) seem more like a real person. The Rookie felt, dunno... unnatural. Especially considering how he still grunts, whistles and such, it just makes him seem like a weirdo when he never actually speaks a word. I suppose it was to make the player immerse themselves to the character, but that sort of backfires since the Rookie's still clearly a character of his own, albeit an unusual one. If they want a shell for the player to fill, they just have to go all the way like in Half-Life (even though that's debatable as well since Gordon Freeman still has a backstory).
