I finally got it to work! And I don't know if I unbroke something or what, because after doing it the first time I accidentally restarted and was able to do it again on my first try.

Here's what I did both times:

1. Boot up the Xbox
2. Go to the Campaign lobby
3. Select "Prepare to Drop"
4. Turn off the Xbox after it loads a few percentage points
5. Turn on Xbox, restart game
6. During the opening crawl ("...known as The Covenant"), press A, wait a split-second, then press Down (on the D-pad) and A as fast as possible
7. End up in a blank Firefight lobby with an unavailable map warning
8. Use the Guide button to quite out to the Dashboard
9. Immediately restart ODST
10. Repeat step 6, but this time just hammer the A button as rapidly as possible
11. End up in the Firefight lobby again, but with "Prepare to Drop" as the map selection.

I was offline both times, btw. Also, this may be a fluke but I completed the campaign on Legendary prior to making this work. On previous attempts I had been using my brother's hard drive so I didn't have to erase my campaign progress. Maybe if you have a campaign underway it messes with the loading? Just guessing.

(And no, I don't have ODST installed.)
