With the gate to the Ark on Earth, it's easy to speculate the Forerunners didn't expect an alliance of several alien species to co-opt their technology well before humans discovered it.
That's what might be uncovered by these novels. How the mighty plans for the rise of the reclaimers are almost derailed by a religious hegemony.

: Forerunner left behind. In that sense, we aren't genetically equivalent to

: when the Conservation Measure was in effect (just prior to the Forerunner
: disappearance), they settled on our species as their successor. While not
: all the details are known, it appears that the Forerunner took a liking to
: the Human species when they were surveying the uninfected planets for life
: to save. Humans have many physical similarities to the Forerunner, as well
: as showed an aptitude that the Forerunner looked highly at. Because of
: this, the Human species became, in a sense, the “children” of the
: Forerunner. The decision was then made by the Forerunner for the Human
: species to become the inheritors of all they left behind—the “reclaimers”
: of the Forerunner magnificence. Humanity was destined to be the
: Forerunner’s legacy. Unfortunately for us, there was an issue in humanity
: inheriting all they were supposed to. Therefore, it was a shock to us when
: we were being called “reclaimers” by the monitors. If things had gone to
: plan, Humanity would have had all of the Forerunner technology, power, and
: magnificance. In fact, Master Chief would probably at least be sporting a
: hefty Class 12 Combat Skin (since his Mark VI armor is apparently not up
: to Forerunner standards for fighting the Flood, at least according to
: Guilty Spark).
: I guess this is analogous to a will. If the Forerunner had written a will,
: they would pick humanity to receive all their cool toys, structures,
: tools, and technology--especially these cool ring-shaped structures. : )
