I think you're missing the fact that the intention of Forge was not to create maps, but edit them (essentially, allowing the community to take control of game balance). In addition to this, they made scenery and various objects editable, which in turn ended up allowing us to create our own maps within the existing space (this was probably completely expected on their part). As a result of this limited freedom, they gave us an entirely open map with a lot more editable scenery (Foundry) so as to lift the restraints imposed by the existing system. Now, more of the remaining restraints have been lifted with both the larger playable space and the large open air space with a kill zone. That's some clear evolution to me, and while it probably wasn't conceived from the very start, it's clear that they had these concepts in mind (that sometime down the line they'd provide map creation capabilities within the confines of the editor). How well planned out this was from its inception depends on your faith in Bungie's direction. That can go either way.
