On the other hand, we are dealing with a bunch of religious (if earlier E3 videos are to be believed) zealots who's actions can be...well...less than logical. :) Of course, as you said, these guys are normally pretty tough to kill so I guess he/she/it figured that it could survive another shot and still have time to rush out to you. That brings up an interesting question though concerning the difference between the difficulty levels: Is the only difference between difficulty levels the toughness (and probably accuracy) of your opponents? Or is there more? For instance, are there extra objectives which you need to meet in order to complete a mission on the higher difficulties? Perhaps there's more Covie badguys?
