Here's a quote from the HBO FAQ:

"One feature we have recieved a semi-clear answer on is the ability to dismember your victims: The engine supports this already and it's likely to be in the final game."

And there you have it. It looks like there at least WAS dismemberment in the engine. My guess is that dismemberment has been taken out of the game, but probably there'll be an "Extreme Gore" hack that takes advantage of this aspect of the Halo engine.
