Don't sell it short yet.

Superb textures (and better bump mappin) can make even the lowest poly model look pretty darn amazing. Its one of the arts in game design.
Even using the Halo 2 models, but with all the pre-rendered goodies and effects, not to mention higher resolution textures, could actually look better than Halo 3.

COD4 is a good example.
The character models for example have a lower polygon count than COD2.
But far better bump mapping.
