I think in an ideal world - a world where Bungie had infinite time and resources - Easy and Normal settings would not have a timer, but Heroic and Legendary would. Especially on Legendary, with more Covenant resistance, that sequence could have been pretty incredible with a timer counting down and the player desperately blasting through the fleeing Covenant for the elevator. But as you said, it's pretty intense as it is, with the music, sirens blaring, Covenant fleeing, explosions going off. It's great stuff, so I can't complain too much.
