Make a few unranked playlists that cater to one gametype a piece. Like a capture the flag playlist, an infection playlist, etc. Then figure out which ones people dont really play and take them away. If none of them work then take them out completely. But if they try it, who knows, maybe it might satisfy quite a bit of the urges. I understand that the reason this isnt done has to do with making sure all the other playlists have plenty of competition. But with so many players, I think it would work in their best interest. It has a strong possibility of working, and making people happy. If it doesnt, they can say I told you so and just keep doing the awesome work they do. I personally would love a permanent infection playlist. I really miss the team swat playlist as well. But whatever, just an idea.
