That's more a memorial to everybody that died during the war, and I'm guessing an actually grave was not created for the Master Chief until some time after the smoke had cleared and the truth about the Spartans never being killed in action came about. It seems appropriate that the Chief would be the first one actually marked dead by a ceremony and gravesite when he's still very much alive.
