After listening to this, I immediately recognized both Scully and David. Both can be heard several times. It's definitely them. Trust me. I have good ears, and can recognize sounds and voices even if I haven't heard them in years. IIRC, Dave Scully was supposed to have returned anyway along with Steve Downes and Jen Taylor, but this is the first time we've had confirmation of Keith David returning. It was pretty much a given, due to his distinctive voice and prolific work in voice acting. No one else could take his place. He IS the Arbiter, as another poster said earlier.

As for other voices, the Grunts definitely had someone else voicing them. They sounded deeper and more vicious. Their voice is probably placeholder, as others have suggested. Brutes sound pretty much the same. I also heard Andy McKage in there as well.
