From what I understand, it wasn't so much about latency, but about the game engine itself. Apprantly it was hard to connect them in H1 & H2 because of the way the engine worked. I know there was an interview or something that talks about this...So far this is the best I could do, though I'm sure there's a better one that has more detail somewhere:

S.U.G : We've noticed a trend of first party Microsoft titles supporting co-op via Xbox Live, do you believe this is intentional?
Dan Miller: Co-op isn't easy to implement from a technical or a game design perspective. Most games with co-op are built from the ground up with this in mind. It costs a lot of money to implement the feature in a polished manner. I just hope that the trend continues.

My guess is they just didn't have the time/resources to manage it in Halo 2, and in halo 1 it really wasn't an option anyways.
