Never said it would be an open beta

Negatory - I've been closely following the releases: at no time have they ever said it would be an OPEN beta (open to everyone), which is what you're thinking. They've only ever said it'll be open to the PUBLIC (meaning, non-MS/Bungie employees). That doesn't mean ALL of the public though - a public closed beta would lock out most everyone but the lucky. :(
