All it say's is that Ackerson had been following the creation of the spartan II's very closely, it never said he created his own clones just that he took the corpses of the flash clones for autopsy. Since it is nearly impossible to tell the difference between the original and the clone ackerson was probably examining the clones to find out why she picked who she picked. Given he was Halsey's closest rival and quite jealous of her success, Ackerson would do many things to bury halsey and get himself promoted.
