Read the Mars series of books(Red Mars, Green Mars and Blue Mars) to see what happens when you Distroy and space elevator. Basically, if the Anchor astroid is removed, the tether will fall back to earth and wrap around the planet several times, Landing at hypersonic speeds. I'm not sure but i think if you distroy the base the elevator simply leaves. The anchor would be huge compaired to the thether so it would be like you sipnning a rope with a ball on the end around you and letting go.
