Could mean that he thinks the forerunner trapped the flood in the halos before going on that 'great journey' of them and therefore didn't get beaten. : "Earth. To finish what we started. And this time, none of you will be left behind." He could just be reffering to the attack on earth at the beginning of Halo 2. This is a good theory but I just wanted to point out the evidence isn't completely convincing.
