He used the Halo CE (Custom Edition) game, which is a free to Halo PC users, multiplayer only version of the Halo PC game but with an editing kit so you can create custom maps.

I believe he either created some of the tags or used tags others created and tinkered with them to complie the map using the free editing kit. The Halo CE game supports custom maps - not mods (modifications) but uniquely designed user created maps.
