There are many ways to get up there.

-The way I used is to first get the sputnik skull on QZ
-Then play through the level until you get to where I got in the picture(where you come out of the tunnel)
-Look to the right, and hop on top of the railing at it's lowest point(a well placed frag or plasma nade should do the trick)
-Then walk toward the mountain-side, however, you'll come to a part that is too steep for the Arbiter. So another well placed frag or plasma nade should get you over the steep part and on top of the level.
