You're absolutely right. People need to realize that it's the Flood that struck fear into the Covenant; not only that, but the Flood also dominate the Covenant in opposing force, they ripped 'em to shreds, and attempted to take over the Truth & Reconcilliation, hell, they were pretty damn close in doing it, and they accomplished this in mere DAYS.
