Still. I imagine they pictured this city as their own version of a "utopic" futuristic city. A space elevator would dwarf all the buildings on the city, while a tower would act as focus point.
Still, One thing you mentioned on another post makes me curious. If this kind space elevator is as slow as you say (without magnetic impulse), then MC won't ride it. Unless it's all the way down without the brakes on and with a sudden stop near the end.
So, If it IS a space elevator, MC won't do much more than secure one of it's ends or ride a "express" wagon.
