Why do terminals block the players view? Here's my interpretation:

The panel on the marine's helmet is really a computer screen of sorts. It's like one of those little lcd screens that you can wear over your eye. The helmet plugs into a terminal and downloads the terminal script and displays it. When the marine goes into map mode, it does the same thing. This also partially explains how the infravison powerup works.

Targeting? Well... cuz targeting would make the game too easy (remember that the AI doesn't involve dodging...).
