A stable Rampant AI, the 'Holy Grail' of cybertonics, is something of an oxymoron. This has lead people to speculate that there isn't an actual fourth stage or state but rather an outcome. The AI passes through the 3 stages of Rampancy and comes out the other end as a stable AI with (as you nicely put it) "true consciousness and agency".
