Even ancient Rome itself and before had legends of a mythic golden age full of superior people of long-since-forgotten skills. The ancient view of history was not one of progress but of decay: the initial world right after creation was the best, and it's been getting worse ever since. In a way that's kind of what makes science fiction a unique modern genre: it looks forward to times of greater advance than the present, which would be as ridiculous a fantasy to that ancient worldview as the idea of Atlantis of an Elder Race is to us now.
