Yeah, I'm inclined to believe this is the best explanation we're gonna get. Everything in the Marathon series is basically designed to make it seem like the Pfhor Empire, despite its reputation as being militarily invincible, is effectively a rotting door just waiting to be kicked in by a combination of humanity, the S'pht, and Durandal. Every bureaucratic terminal we see of theirs is basically just repeating that message. Essentially, by the time we see the Pfhor, they are equivalent to the Soviet Union in its final years, only ten times worse.
