This makes even more sense when you consider that there's no evidence the Jjaro had robots either. Note how they uplifted the S'pht and made them into cyborgs specifically to serve the Jjaro:

Indeed, the Jjaro seem to use a lot of cybernetic technology - just think of the implicit connection between the mysterious 'discovery on the Moon' and the Mjolnir cyborgs. Or even the incident with the Pfhor plugging a 'cybernetic junction' into a Drinniol.
