It occurs to me now that this by itself doesn't solve the problem of why anyone else would buy slaves from the Pfhor, but the other good idea up thread combined with this seem to produce a plausible solution to the conundrum:
Nobody else is crazy enough to create AI, so nobody else has robots.
Everything the Pfhor have is stolen from someone else, so the Pfhor don't have robots either. (The apparent robots we see are actually cyborgs).
So the Pfhor still use slaves. (And cyborgs. And cyborg slaves).
And everyone else still have use for slaves that they would trade for them with the Pfhor.
Then humanity comes along with our AIs and, if it weren't for the direct impact one of them had on the state of galactic affairs, would have made slaves useless to the Pfhor, and scared the goddamn pants off of everyone else who already know how dangerous AI is and intentionally didn't build it.
