I haven't got a practical explanation just yet, but perhaps thematically, it's to indicate that the Pfhor Empire is stagnant in areas they really shouldn't be, and is doomed to collapse (in part because of their stubborn refusal to abandon obsolete practices). If I'm not making sense, that's 'cuz I got out of bed around ten minutes ago.
(Apropos of little, I have this theory that over half of the Empire's clients buy slaves solely to free them, for various reasons including the ones you outlined)
