Finally got pathways into cheating running, so I was able to test this. My assumption was wrong, the black crystal does in fact do 10k-10,999 damage. However, if it doesn't kill the monster, the damage doesn't register. The Blue Meanie has 12k HP I believe, so if his HP is 11k or above, the black crystal does nothing. Once his HP is below 10k, the black crystal will always petrify him (from 10k-11k, it sometimes works).

The green crystal works and also causes the flinch frame, although I didn't try to screenshot it.
