Or rather, Durandal saying in the final terminal that it's been seventeen years is redundant. The manual says he's already explained what's going on, so why does he explain again on Waterloo Waterpark?
The immediate answer is that Bungie assumed that without reading the manual, you would have absolutely no clue what's going, the natural solution being to repeat the same information in the game itself. But then why leave that information in the manual when it's going to be explained anyways? All very strange.
