Had Pedro attempted suicide, he couldn't possibly have failed, as that would require he ran out of bullets before he succeeded, and if there's any extra ammo on him whatsoever, he couldn't have run out of bullets. Neither could he have succeeded, though, as he literally states that he suffocated to death.

That only leaves one option: he never attempted suicide, merely recommending it to us post-mortem.
