Two possibilities work for these cases: the knife hits for 19, or monsters actually die when they fall below zero health, instead of when they reach zero. I hex-edited the first Headless to test this out. At 39 health, he took two stabs. At 40, he took three. While Bungie logic is often counter-intuitive, the simplest explanation is that the knife hits for 20 and monsters die when the damage exceeds their health. Who wants to do more damage tests? Good news, kids, you can do this experiment at home. All you need is PiD, a hex editor, and a hex calculator. - Move your "Saved Games" file out of the way, and create a new one by launching Pathways and then quitting without ever saving.
- Don't forget to save! And, if you moved the "Saved Games" file to a different spot to edit it, move it back to your game folder.
With that process, the damage calculations (aside from monster-specific effects) can be yours, with a whole lot of time and patience. As Speaker put it: I'm too busy to do it, but I'm not too busy to tell someone else to do it :)
