there are couple of reasons.
first of all, nostalgia. resurrection of hl.bungie.org, resurrection of the old days. And it seems like it worked out because days before we announced this the hotline server was filled with people we hadn't seen for years. This was like a big class reunion. and the amount of people that showed up shows that there was a pretty good reason to set this server up.
second of all, hotline has a very friendly way to share files in a ftp like environment. alongside the feature of news.
In my experience, it has also been easier to build up and maintain steady communities with hotline. It is a more centralized and less chaotic environment. with more personalized settings. (for example icons, which adds quite a lot of personality to the community. files & news feature also contribute to that)
also for some reasons IRC in my experience seems to usually have a big amount of lurkers compared to Hotline.
but the main reason was nostalgia, like i said before. and if you look at the number of old timers on the server i think that our mission was successful.
