One way to do colored lighting would be to just enable static (or tag activated) colored lights in the level. You would have to add them to the level, either with MML or map annotations. It would require some work in the renderer; we'd have to fragment walls, ceilings and floors for good effect, and I don't know how it could be made to look right when sprites pass through the lights. As far as a particle system, one way to do it would be to provide an interface between Lua and OpenGL, and hooks into the renderer, so that designers could write their own particle effects and embed them into maps.
