I think The forunner May have been at war with each other, much like The clans of S'pht, or the original dreaming Gods. It's possible that the Halo technology might have been used on a much smaller scale originally, as a planetary scale WMD. To counter this, however, Forunner scientist might have been working on a way of either creating a fighting force that could survive a halo going off or genetically altering their race to make them immune to halo. Unfrtunatly they made a mistake and the result was the Flood. The latter explanation does seem to suggest that the flood may have been intended to act like the Daodan Crystalis (OKay folks you might want to dust off your copy of ONI). The flood may have been envisioned as a way to protect people from halo, much like Daodan was used to protect them from the environmental Holocaust that happened in Oni. Obviously The forunner fucked up somewhere, or maybe it worked too well. Perhapse Gravemind is actually what Muro would have eventually became if Konoko hadn't beat his ass into the ground.
