well, thats what we're TOLD, but anyone somewhat versed in the haloverse knows that ONI is a very secretive, almost evil sounding organization. Whos to say they didn't discover other intelligent life before Harvest...in fact, whos to say that everything that happened in marathon is even KNOWN to the human race (other than ONI), and ONI simply didn't tell anyone anything and kept it under wraps...now WHY they would want to do something like that is beyond me, but hey, we're theororizing.
