I'm pretty sure Bungie made a statement that Spartan 117 is an ordinary mortal cyborg, not Destiny or the Leveler or anything mystical/metaphysical like that.
Bungie chose him as the player character because he has the most interesting battles, not because he's a different kind of being than everyone else.
I could be wrong/confused. Does anyone remember where Bungie made such a statement?
His suit incorporates Forerunner tech, but not the time-travelling, path-eating Jjaro Boxers we usually talk about.
He's still the archetypal Bungian Hero, in the same way that each of the player's units in Myth was. Maybe there's some deeper meaning to that in the underlying Bungie Mythos.
