The problem is that the Marathon AI is unpredicatble enough that you can't always know where that will be. Even our beloved hunter after standing there firing at you for several seconds will suddenly take off in a random direction. I suppose the true ballistic master will also have to compensate for this by not taking shots when the uncertainty is high.
One important point - a real ballistic master has to make do with the ammo available on the level, much as the vid master must. Sure, given the choice we'd all use the SPNKR whenever the monsters are more than a few meters away, but where's the skill level in that? No, the ballistic master has to be able to use whatever ammo is given them.

90% is probably about is well as one can do - a true legend may be able to hit 95%, but that would be as much by not shooting when the uncertainty is high as by shooting with accuracy.
